No, based on his past behavior, this was an empty threat. In 2007 he admitted under oath to falsely threatening to record someone who was scrutinizing his behavior (in this case a journalist). From his unsuccessful lawsuit against Timothy O'Brien:

During the litigation, my lawyers deposed Trump for two days in December, 2007. Under oath, Trump said he never recorded our conversations and that his Trump Tower office was not equipped to do so.

"No, I did not. He tape-recorded all of my conversations with him, however," Trump responded.

Trump's already claimed Obama tapped his phones and produced no evidence. This kind of behavior is a disgrace to the presidency and it only makes things worse for him with the special prosecutor.
