Isn't there a difference in telling someone to end an investigation and actively trying to obstruct one?

Chain of command? So you're suggesting Obama be indicted.
According to Comey, did Trump say...quoting you..."stop investigating"? No.
We'll see where the investigations lead, but if Lynch obstructed justice, she should be prosecuted.
