So to use your logic, let's say a person local to your town has been making some angry Facebook posts about you and your family. He's then seen taking pictures of your house from his white van. Later he comes in and kills your wife but is unsuccessful at killing anyone else in the home. Would you say he didn't have a concrete plan then? Or would you think he was just trying to shoot the shutters off the house and accidentally hit your wife?

No, that's not the distinction. He may show up at my doorstep looking to kill everyone but not have a concrete plan. The distinction isn't that he was possibly trying to shoot shutters, it's the manner in which he did it. Perhaps the order of targets, who the exact targets are, the exact time of day, if there is some type of exit plan.
I'm as anti-Obama as it gets, but I'm not sure how a benign and possibly accurate phrase indicates some kind of bias.
