Well I'm assuming it just can't get enough fuel to run under load because that's usually what the issue is. If you've got good fuel supply to the carb then the issue would be the carb. Im no expert on carbs so someone else will need to chime in. I believe they have little vacuum boosters and shite in there and it could be a vacuum issue restricting fuel delivery.

Every time I talk to someone about CJ's the subject of carb issues always comes up. I would tend to lean towards a problem with the carb also. My first idea was the filter but you seem to have checked that out already.
