valid question.
You would think, at the very least he would have signed a lease on a place to move into the district prior to voting day, even if it was too late to register.
I'm not sure if he would have won regardless though.

Every story I read about the race mentioned two things: The outside money, and the fact that he didn't live in the district.
I think it was a huge deal. People hate outsiders influencing their lives.
