Not meant to be disparaging to you but I have never understood why people put this on the president. Any president. The president doesn't make laws other than to veto or not veto.
I think it is crazy to consider it a presidential failure when shite doesn't happen in congress where he has no control.
If we don't repeal and replace Obama care that should be on congress not on a president.
