Your best bet is midtown and then taking the light rail. Plenty of bars and restaurants there.

Opinions will differ. Perry's and Pappas are generally considered the best steakhouses but don't sleep on the Double Eagle in the Galleria.

Probably in the parking lot. Bring water. It will be balls fricking hot. LSU fans tend to congregate at Christians Tailgate in both Midtown and in the Heights, but tailgating will be done in the parking lots more than likely.
