I was told by a friend who is a police officer about this same situation. If the section of road that Driver A was turning left on is marked as a DO NOT PASS (solid yellow line) then Driver B is at fault. If the road is just a regular 2 lane (dotted yellow) then Driver A is at fault. Driver A is responsible for traffic in both directions even is someone is attempting to pass, even if Driver A has blinker on. I'm not saying I agree to this but I heard it straight out of a local cop's mouth. He may be wrong...but he said it.

That cop must have been Driver B.

This is accurate in LA, or at least it was the law. You are responsible for traffic in both directions.
