Guaran-fricking-teed Ted James could not answer those questions.
All of this money to train officers to do exactly what they did to Sterling in that situation.

Also: what exactly is on the 400 hour curriculum. I mean specifics of coverage that you need that volume of time.

I bet he doesn't have one, and that 400 hours is an arbitrary number pulled out of his arse.
