He could have been under some sort of surveillance before this happened is my point. Hindsight is 20/20 and it's impossible to stop all crimes. I wish he had been caught and thrown away long before he was able to hurt anyone too.

All, yes, but bombings require quite a bit of material to pull off on this scale. A little due diligence can go a long long way to reducing successful attacks.
