1) If you can find a way to use a couple hundred dollars of minor legal services a year, it might be worth it. Traffic ticket, one off thing like the aforementioned letter (I presume) to get a paycheck that was owed.
2) I'm sure they make money because most people don't need a couple hours of legal services a year.
3) People who don't use it but take security in the fact they're "protected" probably aren't getting their money's worth. People involved in this are not the lawyers you want for a significant legal issue, and I'm assuming more significant items are excluded anyway.

Yeah, if all they handle are traffic tickets, it seems like it wouldn't be worth it.
Most people aren't getting multiple tickets a year so there are already mechanisms that courts (or Tigerdroppings) will be more than happy to tell you about to avoid points and/or jacked up insurance rates when fortune doesn't smile on you while driving the highway once every 5 or 6 years.
