Because they aren't strong enough to do so.
Also, do other European countries not care about this? It's closer to home for them than the US?
Fwiw, these are honest questions. I don't know the details too much on this, it just never makes sense to me why other countries can't take the lead, and it always has to be the US who takes the lead.

Yeah probably. Japan was largely disarmed post WWII. Not sure they have much capability at all right now.

NK has sheer numbers of troops on their side. SK buys American jets and arms, so they'd have the advantage on technology. Problem would be whether SK would be capable of repelling a massive NK invasion force before they reached Seoul, which is only 30-35 miles from the border with NK.
Japan's military was gutted post-WW2. Their military is almost entirely defensive in nature now, so they'd be pretty limited in being able to retaliate against any NK strike on them without US intervening. Though I believe that the US is obligated by treaty to come to Japan's defense if they're attacked.
