Yes it is trash to stop paying. You sue the HOA instead.
You can do this on your own, you don't need the neighbors to help. Just find an attorney. The attorney will work with you to determine whether you really do have a case or if you just misunderstand what the HOA can and cannot do.
If you do have a case then go for it.
