Because for some completely unknown and bewildering reason schools and parents dont teach this. LEOs are a nervous bunch. It doesnt help to put them at a tactical disadvantage that makes them uncomfortable.
I will say this though. The whole shite about staying in your car is garbage. There is 0 tactical advantage to keep suspects inside their own cover and its actually an extremely risky approach. Thats why many special units that arent interested in fishing like Task Force and Street Crimes drawn down on you and command you exit the vehicle, not stay in it. Keeping you behind the wheel is just a reason to snoop into your vehicle and put eyes in it if they can walk up to it and/or say they smelled weed or whatever.
