That's called zipper merging, which is the correct and most efficient way to do it. The OP scenario is different as the guy came to a complete stop blocking an entire lane while trying to merge.

Every traffic study ever suggests that this is the most efficient way to merge two lanes of traffic. Almost nobody does it right as people are inconsiderate and dont like people getting in front of them even if they are moving at a snails crawl and leave no room in front of them for a merge to occur. So people either get in line and create a backup that holds up other lanes, streets and intersections, stop in the middle of the street like an a-hole and wait for an opening or they crawl by in the open lane waiting for an opening that never appears and end up having to go straight or turn left and circle the block/make a u-turn.
