I do not believe crime statistics from any jurisdiction. They can juke the stats by reclassifying crime to make the numbers look favorable.

It's amazing how much the crime rate goes down when you stop reporting it, investigating it, or responding to calls.

AL opens it up to any crime. Burglary and Theft are even in different sections of the criminal code.
