In that situation it is difficult....but in a town like Crowley that has no underhanded agreement with some carrier the lack of NN would allow startups to do things with their service that would put them in a unique position to compete for customers that are currently using Cox. This in turn offsets some of the high up front startup costs.

Like I said in order to solve competition issues you have to deregulate at every level.

You are talking about a rare case of free market ISP in a town being able to happen.

Most of us do not have that choice.
