I'm not sure what species of tuna this is talking about but my family was in the wholesale tuna ( yellowfin, bigeye, bluefin, etc.) and we imported fish from mexico for 15+ years.
All the fish we bought were caught off of longline boats which do not target dolphin. The only way of fishing that targets dolphin is purse seins which is a big bot that drops a smaller boat with nets on it and the boat does a circle to capture the fish in the middle. It basically catches everything in the net's path.
The only type of tuna this still occurs on today is for skipjack tuna (cheaper version of tuna not for sushi or nice restaurants which then becomes canned tuna).
