Well this makes two of us, and my entire educational--K-12, undergraduate, and graduate (2 graduate universities)--occured in public schools.

So maybe I'm naive or just plain ignorant, and/or maybe my experiences were atypical.

Then again, maybe not. Maybe you're overratting the phenomenon. Afterall, what I'd your basis? Personal experiences, empirical data? Because if it's from things like media, then we know that it can skew our views of phenomenon because we are prone to the representative heuristic.
