Can Jackson even pay it's city employees and maintenance costs?

They should concentrate on that before any payback.

That shithole of a city is already gone. It is why everyone fled to the outer areas.

Family lives there and no one lives in Jackson apparently. Everyone escaped to Flowood and Ridgeland.
