If the tournament was run by the PGA or USGA they absolutely would have fricked up.
However, the Masters committee runs the Masters, and they arent a bunch of dumbasses.

you're referring to when DJ grounded his club on #18 in the PGA Champ at Whistling Straits. Fortunately (or unfortunately, depending on your perspective) DJ very clearly grounded his club in that waste area.
The part that sucks is that is wasnt a defined "sand bunker" but rather a waste area - and they have a lot of those there - that had sand in it. Patrons had been standing there. It was near dark. There was little and other debris all over the place. I felt bad for DJ but i've played there.
I asked my caddie for the back story and he said that the tourney directors told the players the minute they walked thru the door that anything with sand in it should be treated as a sand trap and to not ground your club. They even posted the rules on every player's locker each day to remind. Dumbass DJ forgot or lost his concentration in the heat of the moment.

But DJ actually broke a rule....that was in a random sandy area....the tournament rules stated that ALL SANDY areas are to be treated like hazards.....I think this would be different.

And that wasn't called in, IIRC. It was reported by one of the rules officials with the group.
