So many individual physiological and biomechanical factors would go into the equation on whether it was acceptable for an individual to throw that many pitches that there is no set age that you would say it is okay for someone to do that. There might never be an age where it is okay for an individual to throw that many pitches.
There are also a lot of in game variables that are impossible to quantify. On an individual basis, not all pitches, innings, situations will lead to a quantifiable basis to say it's okay at "xxxx" time.
It should never happen in high school and I get sick when I see it In college. You won't see it in professional baseball but for a certain number of times a year, but even then it is largely questioned in regards to the long term health effects from that workload.
To answer your question I'd say never unless I'm getting an MLB World Series ring out of it for a player with some quantifiable future in the game past that date.
Since you asked, when do you think it's acceptable?

I think 125 is on the borderline of being acceptable... only the kid knows how he feels, and some are freaks capable of it... the Emerson Gibbs rule was made because he threw like 190. Nobody at any level anywhere throws 190 anymore.

i dont think it is really at this age, was just curious about you comments though.
i dont really know the backstory of this game, the importance, etc. I do know that is their rival, and it went extra innings, and the kid seemed to be cruising. 125 is a lot of pitches, but it is on the low end of that threshold.
