The President needs Congressional authorization for military action as required by the Constitution.

Wrong. The President can't declare war without congressional consent. War has not been declared.

So if a country bombed a military installation on our soil would we think that was an act of war?

Well no. Congress has not declared war since the 1940's.

Irrelevant. Military action like this has happened without a congressional vote for years. Congress can vote to defund action, but the President does not need their vote to do what he did tonight.
