It is all the founders of our constitution ever required.
I would also say the day the "filibuster is finally dead will help usher in the day of more political parties and cause coalitions to have to be built to form a working government.
Don't forget this point either. The constitution does not define how many supreme court justices we can have.
Any president and congress could stack the court at any time they wished to do so.

FDR tried to but was rebuffed.
However, after that point, the SCOTUS seemingly started to find "Constitutional grounds" for his often un-Constitutional acts.
Actually I think an expansion would be good. One Justice for each Circuit Court of Appeal plus one Chief Justice.
