I remember reading an article that stated the new zoo would be ready much sooner than a full renovation of the old zoo and that was a big element in costs being closer together than you would think.

That would make sense. Renovating an existing zoo means working when the zoo is not in operation or working around the zoo so as not to interrupt the experience. That takes a lot more time and OT than blowing and going at a green field site. It's like the difference between building a new road and widening an existing one while keeping it open to traffic.
