I could see Mexico before Europe IMO.

They have huge fan support down there actually and it would further extend the latina market.

Lots of money would have to be spent on security though. the NBA deciding to play one game there is one thing. But a full NFL team for half the year would be a challenge. Every player would probably have to have security. Unless they just lived in texas and flew to Mexico City for games.

A franchise there would never attract any good free agents. Drafted or players traded there would look to get out ASAP.

London would be one thing but I can't see a league largely made up of flashy young and rich black guys agreeing to take up residence in Mexico City for some part of the year.

The U.K. market is bigger

Tickets for the NFL games sell out in hours and go on the secondary market for four times and even more face value.
