Never mind saw it. He wasn't armed at the time. Is it illegal to discharge a weapon?

I honestly don't see the video as that bad. Old guy was not complying at all, and being an idiot from what I saw. He had has hands up initially, but then lowered the one adamantly saying he was disabled and couldn't get down. Which frankly I don't buy at all as an excuse. If the cops are called to a shots fired situation, you have to comply. My grandfather is old and walks with a cane, but I guarantee in that situation is he laying down in a heart beat.
Its very unfortunate the guy hit his head no doubt, and she acted too quickly. But it only takes a split second to shoot someone.
