Do you need a license to be a florist or barber, or do employers/customers prefer to do business with licensed individuals?

My little cousin cuts my hair and does a job enough for me job. She doesn't have a license, but if she tried to make a little side money while in college cutting people's hair, she would be in deep shite due to not having a license. Does that makes any sense to you? It sure doesn't to me.
