The repeal and replace bill is one bill and will most likely pass the house.
It will then go to the Senate and it will be very close. The bill will need to be amended to have a chance in the Senate, so that means it will have one more vote in the house.
The 3 phases is in reference to Tom Price using HHS power to reduce regulations (phase 2) then another bill going through Congress with more stuff to lower healthcare cost (competition across state lines) but will need a 60 vote super majority to avoid filibuster in the Senate (phase 3)
