Is it talking about the fact that the bill has to go to the Senate if it passes the House, and then back to the House if there are changes? When are they going to add amendments like allowing people to "shop" nationwide for the best coverage?

I think they mean "3 different bills." I could be wrong, but if that's the case, this concerns me.

If something is important to making the bill valuable, then risking it not passing, or passing a long time down the line, doesn't make sense.

I wish they would have at least shown us what those other phases are in some capacity.
