Researching why the *climate is changing and solutions to fix it. We're also way behind China in green energy.

Sure, but when there has been plenty of bloat identified, increasing its budget and leaving the known bloat is not very conservative.

No it's not. The Soviet Union and the PRC spent billions on having a strong military.
