4 months is way too young for cry it out IMO. We didn't do cry-it-out until 10 months.

Your baby is probably hungry and is going through a schedule change. They'll do that every 2 weeks until they're 18 and move out of the house.

On a serious note, I would suggest supplementing with a little formula (if still breastfeeding) before bed. It'll stick with him longer.

No it's not.

At 4 months babies transition into being a little more grown up. They do not instantly fall into REM sleep as they did before. Hence why they also don't sleep as much in the car, or basically just pass out anywhere anytime.

It takes more to get them to sleep, and it's also a weird transition period where they are too big to be swaddled but they still may have their startle reflex. This will cause all sorts of differences in their schedule.

As for crying it out, yes they can, and it's not too early. You know your child, you can tell by their cry if they are pissed the hell off or they are still sleepy and just fussing or getting comfortable.

Rice cereal can help, it will make them feel fuller.

Start the routine now:
Bath (if it's time for it)
Bottle
Book (read or sing)
Bed.

Every single night.

I've got a 2 year old and a 5 month old and we went through the same thing at 4 months. Stuck with the routine and now she will only get up once. Some nights more. We also transitioned to sleeping in the crib, unswaddled.
