But I thought FISA required a "substantial likelihood" of wrongdoing? More like a fishing expedition, if you ask me

Do you understand the difference between a surveillance order that targets the top Russian diplomat in America and surveillance order that targets an American citizen? They are two different things and the existence of one does not impute the existence of the other. There can be a valid FISA order targeting the Russian and not one targeting the American but if that American contacts the Russian his comms can be taken, subject to any relevant minimization procedures.
This is not a hard concept to understand.

Quote me where I referenced a tweet.
In fact, I referenced an article from almost 4 months BEFORE the tweet. That's aside from multiple NYT articles, HRC referring to it during the campaign, Podesta referring to it after the campaign...

The "top Russian diplomat in America" met with Barack Obama TWENTY-TWO (22) TIMES !
Were those conversations surveilled?
The "top Russian diplomat in America" met with Hillary Clinton many many times.
Were those conversations surveilled?
The man had a generic conversation with Gen.Flynn.
That conversation WAS surveilled.
The incidental US citizen component was then leaked to the press.
Obviously in aftermath of the election, foreign emissaries would be introducing themselves to Trump delegates and vis versa. Those conversations would certainly include the Russian Ambassador. Tapping individuals who would obviously be meeting the incoming transition team, equates to de facto surveilling the transition team. PERIOD!
Incidental collections, including those of team Trump, should have been discarded, and CERTAINLY NEVER RELEASED!
Release of that info was a felony!
