Spray the weeds first. No point in fertilizing grass right now while majority of it is still dormant.
Not sure on the dog poop, but the pee is high in nitrogen and will burn most grasses including Bermuda.

Yeah we have a patch of Bermuda that I can't eradicate out of my St Aug lawn ( ) and it doesn't stand a chance when our dog pees on it.

Yes spray weeds now with pre and post emergents. Barricade is the pre I use. 2-4d is probably the only post u need rt now. In a couple weeks fertilize
