Obama's administration picking and choosing which laws to enforce was the main thing that made it a failed administration. It's odd to me that you expect folks to want Trump's administration to do it.

Like what? I would say the biggest domestic failures during his his main tenure involved Obamacare and Dodd-Frank. Imagine if he scaled back the enforcement? Wouldn't that have been nice.

Because it's not practical; they are not legally required to do so; and certain laws are harmful to enforce completely.

And appropriate use of power is as much about knowing when not to use it as it is knowing when to use it.

In this case Marijuana as a schedule 1 drug, is invalid, both scientifically and practically; and the enforcement has shown to be costly and harmful. So enforcing an invalid, harmful, and costly law, just for the sake of exercising power, is a misuse of power.
