Perhaps you should ask them. Check with 08, I'm sure he had an indepth conversation with some Bikers the other day while telling them how much they suck.

But if I had to guess, its possible you might be seeing a guy who's on day 8 of a two week cross country ride. That could explain his appearance. Or it could be he just doesn't give a shite about your fashion opinion. Next time you see a biker looking like this, go ask him.
