He's got a camera. He's not a doctor.
He's a photographer. Not a doctor.
He can photo document what happened.
He probably isn't good at much else.
If he's the only person there, sure. Render aid.
But, and I'm going out on a limb here, my guess is there were others there.

I don't give a frick if 10 doctors are working on my kid, if you're lying on the ground taking pictures of her, then I'm gonna break your jaw.
