This is most definitely happening. With insurance and fema settlements, auto and home prices are staying flat and increasing. Car dealers were making HUGE profits in the BR area in months after flood.
This same thing happened after Katrina.

That's why my folks didn't sell and are rebuilding. At the end of the day, you still have to find somewhere to live.
