Stil the same theory, crops just can't go freely across state lines, they are subject to inspection. The same could hold for people, they would require a passport with a visa to go to a different state. If someone from another state overstays their visa they are subsequently deported back to their home state.

Yeah this is an absolutley retarded suggestion. The bureaucratic cost alone would be enormous.

Those restrictions are interpreted very strickly by the federal government due to concerns of inhibiting interstate commerce.
