Why aren't individuals that aren't offered insurance through work allowed to get together with other individuals to form their own group plan?

Because it was a ploy to get a Republican president into office.

Sadly, not the one the Republican leadership wanted. So they'll drag their feet a bit. It will still happen though.

Too many of them think there must be a replacement before they repeal the law. It needs repealed, whether they have a replacement or not.

A full and complete repeal isn't feasible overnight. People are on the exchanges, and many of them don't want to be. It's not their fault what's happened, and you can't just kick them to the curb just so you get the psychological and political benefit of saying it's done and appease the Breitbart crowd. I was joking about it earlier, but Trump was right to ease up on the time frame. It will be repealed and replaced within the next 18 months.

Republicans aren't willing to take the electoral bloodbath that would ensue from ripping insurance away from 20-30M people, especially with credible reports that doing so would cause 40,000 American deaths a year directly attributable to the action.

If they are, they'll repeal.

They might want to start getting the will if they want to keep winning elections. The majority of Americans want the ACA repealed. It's going to happen.

They've painted themselves into a corner. Repeal, lose elections and own every failing of the healthcare system. Don't repeal, and piss off their rabid base and lose elections because of it.

Not at all. When the majority of Americans want you to take an action, you should probably consider taking action.

There's a natural replacement that comes from repeal: the free market. Hospitals and insurers want to make money. Patients want health care. There is a market and profit motive will fill the void. It's the American way (or used to be).
