In LA any cashier over 18 can check out booze.

Unless the cashier is the owner of the business, he cannot sell you alcohol without a Responsible Vendor Server's Permit plus any local ordinances.

Worked at a gas station at 17-18, couldn't work behind the register til my 18th birthday in order to sell alcohol, etc.
