There is that....... And the enormous time it takes Congress to do ANY frickING THING. Also the executive needs to have the power to make concessions. It would be impossible for the executive branch (State Department) to negotiate with foreign powers for the USA if they do not have the power to give the other side what they want.

This is a moronic suggestion and I would have thought even Lou Pai would recognize that. I guess not.
