As long as there is a cap in place it will never be what it was in 2014, nor should it. We can't afford it.
Georgia's program is a disaster waiting to happen. The fraud in Louisiana is nothing compared to what is going on there, and they don't have anything in place to detect it. On top of that literally no one wants to shoot there.
