I can't speak for the tax breaks and if they are still in effect, but a considerable amount of films that were in the area were largely filmed and based out of the NASA Michoud Assembly Facility in NO East:

GI Joe Retaliation
Escape Plan
Ender's Game
Jurassic World
Jack Reacher
Green Lantern
Logan
Terminator
Dawn of the Planet of the Apes

This was because the tenants on site were not building as much spacecraft in the large facility spaces, so they rented it out to production companies. However, in the last year or so more tenants have come on site, and the major tenants that have been there have been starting to tool up, taking up much of the empty factory space that were rented out for filming.

Not sure if the lower activity at least at the NASA site is a product of other financial factors... and surely it wasn't such a great deal to film there that the lack of space now would cause studios to pull out of the state though.

The industry is doing fine in New Orleans with at least six major TV series and one large feature (a $60m fox movie called underwater). It's an arms race to find good crew and every local crafts person should be employed. That said the days of multiple tent poles shooting at once are likely done because of the cap on actors salaries that is part of the new legislation. But overall the 180million dollar program will lure more and more production back after a rocky and uncertain period
