No, I'm saying that it was written in such a way to specifically target a specific religion in these 7 countries and bar them from entry, in direct opposition to the INA of 1968.

OK. For now, let's leave out the issue of whether these were the right 7 countries. I could argue that KSA and several others should be on it, but that is not important to this discussion. The issue here is whether Muslims in any country should be targeted. Fair enough?

Now, if Muslims in any given country are the most likely (and probably exclusively likely) to be the "victims" in the brainwashing I describe above, then is it not reasonable to say these should be excluded? Leave out whether Islam is a religion and we should not discriminate on religious grounds. This religion is what makes them the class that will be radicalized, but what if it was some other characteristic that had nothing to do with religion. What if it was because they had specialized education in some science that was beneficial to bomb-making? Would it be reasonable to target people who had that same education?

I get your issue that it doesn't seem "fair" to target Muslims. Instinctively, I feel the same way. LOGICALLY, though, this is a demographic that leads to the terror problem, and there should be a way to acknowledge and act on that.
