Again, Trump CANT send any National Guard anywhere. Especially without declaring an act of war. They are state militia who respond to the governor of the state. Their numbers pale in comparison to active duty though and they would never fight their brothers in arms. Still, Trump doesn't really have the authority to send them to stop the rioters.

The president may federalize the guard to enforce the law and maintain order if/when civil and state authorities are unwilling or unable. See all the instances during the Civil Rights and anti-war movements, some of the notable riots, etc. Not sure if the guard was federalized or under the governor's authority during Katrina, but I know they were employed.

This should, of course, only be done in extraordinary circumstances. Basically a serious, prolonged breakdown in Civil order or some kind of activity in defiance of federal law by a governor.
