Again, Trump CANT send any National Guard anywhere. Especially without declaring an act of war. They are state militia who respond to the governor of the state. Their numbers pale in comparison to active duty though and they would never fight their brothers in arms. Still, Trump doesn't really have the authority to send them to stop the rioters.
This should, of course, only be done in extraordinary circumstances. Basically a serious, prolonged breakdown in Civil order or some kind of activity in defiance of federal law by a governor.
