There are towns in valleys where you do have the population density and population density is not an issue. Wether you have one or 1000 people they are still breathing bad air. A town of 1,000 people in the valley under the temperature inversions in the winter will be breathing polluted air which causes health problems and increases the health care costs via premiums or taxes for everyone. It's cheaper to breath clear air for the whole.
