I'm calling bullshite on this statement. On all my international travel where meals were served, you'll get a complimentary alcoholic beverage usually wine or beer. Here's a LINK to AirCanada's International Economy class amenities....first line of the webpage "you’ll enjoy complimentary wines, spirits and meals."

If you do go the mini bottle routes, thanks to Gov. Jindal signing Senate Bill 204 , Louisiana now sells 100ml bottles of liquor that can be purchased at the store.
