We don't have voter referendums or ballot initiatives in this state so it's more complicated than you make it sound. We cant vote on something that gets shot down in committee.

You don't understand how LSA works.
LSA is run by the Sheriff's and the Sheriff's alone. Deputies have no say or power in the LSA.
