Who could not get that diagnosis, if they wanted?

Again, kind of like an athlete taking steroids, what if he needed to be stronger to compete with the others, should we have a diagnosis of strength deficit disorder? should we give him steroids, or just accept the fact that not everyone is suppose to be a star athlete, and not everyone is suppose to be a 4.0 student

What if I'm an athlete that's not as strong and fast as the guys next to me, and I use steroids to get on everyone else's level?
